Management and Centralized Monitor System of Local Telephone Network (TELSTAR)

Brief Introduction

The system conducts the network management and centralized supervision over the provincial local telephone network. According to the requirement of telecom management system, Telstar provides the functions available to the provincial and municipal level management. The realization of the functions is determined by the operation authority, despite the physical distance of the operators. Till 2002, the system has been put into use in 16 cities and counties all over Anhui Province, the provincial network management center and the telephone exchange technology support center of the Province. It has realized the interface with "97 project", and accomplished the automatic construction.
The software was co-developed by Anhui Post & Telecom Bureau and USTC E-business Technology Co., Ltd.

Developing Platform

Malfunction Management

  • Definitions on real-time collection, filtration, upward information and alarm levels of malfunctions;
  • Malfunction monitor: conduct a real-time monitor on various alarms of exchanger/switch with the help of maps, graphics and alarm board, showing different alarming conditions in different sounds or colors;
  • Malfunction location: make the displayed alarms located level by level in shelf, frame, circuit board and display in red, yellow or blue according to the levels;
  • Malfunction query: set the query conditions (area, style, level, current condition, time, etc.) and read the history alarm details conformed to the condition.

Performance Management

  • The real-time pick-up, collection, going upward of performance data;
  • Performance monitoring: conduct real-time monitor on the alarm of exchanger and speaking load, supplying the operation state by voice and color;
  • Analysis and query of performance data: supply nearly 500 management parameters and query at the same time on different dates; the query results are shown and printed in graphics and forms;
  • Query of vicious calling;
  • Monitoring on data receipt.

Operation Maintenance

  • Emulation terminal: remote operation terminal can emulate switch room terminal to realize all the functions;
  • Terminal switch: several switches can be maintained concurrently and the switch between them is flexible without impacting the information receipt on switches;
  • Send batch commands: compile batch commands locally and save in specified folder; execute and send compiled batch commands;
  • Flexible query of original report and the operation records of each operator;
  • Automatic service worksheet: link with "97 projects" and realize automation of more than 60 types of service.

Configuration Management

Configure the basic information of switches, relay group information, port information, processor information, destination code information, hardware and software resource information.

Security management

  • Add, delete or modify system users;
  • Realize the management of operators and operation authority;
  • Supply the maintenance of the definitions for function authority sets.

No. 7 Signal

  • Configuration: configure the information of the link groups, link and route groups of each signal node;
  • Performance supervision: conduct a real-time monitor, with the help of maps or logical graphics, on the alarms of signal nodes, link, link groups and route groups and their performance overload, providing information of voice and color indicating the abnormality;
  • Analysis and query of performance: provide graphics and forms to realize the query and analysis of the information of No 7 signal performance;
  • Alarm query: set the query condition and query the alarm information of the link, link groups and route groups of No 7 signal or the information of their overload performance.

System Management

  • Monitor system operation: monitor the communication state of the switch ports(municipal level) or servers(provincial level), and insure them in regular working state;
  • Monitor system terminals: monitor the operating state of various terminals currently communicating with servers;
  • Backup and retrieve data: parameter files, database files, data files, etc.

Comprehensive Query

  • Query type can be flexibly set;
  • Combined reports and query, and functions of data receipt monitoring, calls accounting, alarm query, weekly report and monthly report are all included;
  • The result can be displayed in line graph, pie chart, bar chart, column chart, Excel, etc.
